Call to Order
The First General Assembly of the Alliance for Healthy Cities (AFCH) was called to order.
 
Introduction of Participants
Participants introduced themselves.
 
Interim Steering Committee Reports
Mayor Fernando, Chair of the Interim Steering Committee, reported on activities of the Interim Steering Committee, October 2003 – October 2004.
 
Interim Secretariat’s Reports
Dr. Nakamura, Head of Interim Secretariat, reported on activities of the Interim Secretariat, October 2003- October 2004.
 
Chair City’s Reports
Mayor Madehi Kolek, Mayor of Convenor and Chair City 2004, reported on the preparation for the First Conference and Inaugural General Assembly, October 12-14, 2004, Kuching, Sarawak, Malaysia.
 
Amendments to the Charter
The Interim Steering Committee proposed minor amendments to the Charter of the Alliance according to the transition from the Interim organization to the formal organization. The proposal was approved by the General Assembly.
 
Membership Fee, Budget 2005-2006, Activities 2005-2006
The Interim Steering Committee proposed an annual membership fee amount, the budget for 2005-2006, and activities for 2005-2006. To attract new members to the Alliance, it was proposed to keep the same annual membership fee for 2005-2006 as that of during the interim period would be applied for 2005 and 2006. The General Assembly approved the budget and activities for 2005-2006 (Attachments 4 and 5) and approved a proposal to set the annual membership fee at Five Hundred US dollars (US $500) per year for 2005-2006 in order to attract new members to the Alliance. Discussion ensued concerning increasing membership and it was stated that efforts of existing members are the most effective means of attracting new members.
 
AFHC Award
Prof. Lee, Chinese University of Hong Kong, proposed a framework for the AFHC Award. Members discussed the selection process, evaluation criteria, applicant eligibility, and members of the Award Committee. It was agreed that the AFHC Award Committee will discuss details of the Award selection process and will notify AFHC members at a future date.
 
Election of Steering Committee members
Election of the members of the Steering Committee 2005-2006/2005-2008 was conducted according to Article 4, Section 4.2 of the Charter. Hirara, Kuching, Marikina, Suzhou, and Ulaanbaatar (full members), Healthy Cities Noarlunga (associate member, NGO), The Chinese University of Hong Kong (associate member, academic), and National Coordinator of Healthy City Malaysia (associate member, national agency) were nominated. The Assembly elected all nominees as the members of the Steering Committee.
 
•  RESOLVED That Hirara, Kuching, Marikina, Suzhou, and Ulaanbaatar, Healthy Cities Noarlunga, The Chinese University of Hong Kong, National Coordinator of Healthy City, Malaysia will serve as members of the Steering Committee 2005-2006 (Attachment 6). It was agreed that the Steering Committee will select members from the Committee to serve for the term 2005-2006/2005-2008.
 
Confirmation of the Secretariat
Confirmation of the Secretariat was conducted according to Article 4, Section 4.3 of the Charter. The Interim Steering Committee recommended Promotion Committee for Healthy Cities, a registered organization that is legally incorporated in Japan and working closely with WHO Collaborating Centre for Healthy Cities as the Secretariat of the Alliance. The Assembly approved the Interim Steering Committee’s recommendation.
 
•  RESOLVED That Promotion Committee for Healthy Cities will serve as the Secretariat of the Alliance for Healthy Cities, 2005.
 
Election of Convenor and Chair City
Election of Convenor and Chair City of the next General Assembly 2006 was conducted according to Article 4, Section 4.6 of the Charter. The Interim Steering Committee moved to elect the City of Suzhou. The City of Suzhou presented an introduction to Healthy City Suzhou, as well as their preparation to serve as a Convenor and Chair City. The Assembly approved the motion and elected the City of Suzhou as the Convenor and Chair City of the next General Assembly 2006.
 
•  RESOLVED That the City of Suzhou will serve as the Convenor and Chair City of the General Assembly 2006.
 
Appointment of the AFHC Awards Committee
Appointment of the AFHC Awards Committee was conducted according to Article 4, Section 4.5 of the Charter. It was proposed to appoint academic institutions and NGOs as members of the AFHC Awards Committee and Chinese University of Hong Kong as its chair. The Assembly approved this proposal.
 
•  RESOLVED That Chinese University of Hong Kong will serve as the Chair of this Committee and other universities and NGOs will act as members of the AFHC Awards Committee. Other members are Flinders University, Tokyo Medical and Dental University, Healthy Cities Illawarra, and Healthy Cities Noarlunga.
 
Other Business
Mayor Fernando proposed the creation of four working committees: Membership Committee, Newsletter Committee, International Promotion Committee, and Exhibits Committee. Chair cities for the committees were nominated, and the Assembly reached a consensus.
 
•  RESOLVED That the AFHC create four working committees headed by the following chairs: Membership Committee (Chaired by Suzhou), Newsletter Committee (Chaired by Kuching and Seoul), International Promotion Committee (Chaired by Macau), and Exhibits Committee (Chaired by Sai Kung District, Hong Kong).
 
Discussion followed concerning encouragement by the AFHC of activities of the Chapters of the Alliance as they will help in boosting membership, disseminating AFHC’s information, facilitating local events, and liaising the needs of members and potential members with the Secretariat of AFHC.
