1. Steering Committee By-laws
Adopted on 26 October 2008 at 3rd GA
 
1.  Steering Committee
  1.1   [Chair] The Chair of the Steering Committee shall be elected by majority vote by the full members of the Steering Committee. The term of the Chair shall be two years.
  1.2   [Quorum] A quorum of a Steering Committee business meeting shall consist of half or more of all active members of the Steering Committee.
  1.3   [Proxy] A representative of a member of the Steering Committee may appoint a proxy to attend a Steering Committee business meeting.
  1.4   [Observer] The Chairman of the Steering Committee may grant observer status to members of the Alliance for Healthy Cities, for Steering Committee business meetings.
  1.5   [Election of Steering Committee members]
  1. Members of the Steering Committee shall be elected at the General Assembly.
  2. Each country shall have a limit of one city at a time as a full member seat of the Steering Committee.
  3. A Nomination Committee shall be composed of Steering Committee members whose membership is not subject to election at the upcoming General Assembly.
  4. The Nomination Committee will collect nominations for members of the Steering Committee from any two members of the Alliance at least four weeks prior to the Biennium General Assembly.
  5. The Nomination Committee will announce candidate cities/organizations in the chronological order of which the candidates were nominated at least 24 hours prior to the time of opening of the General Assembly.
  6. If there are more candidates than vacancies, then there shall be a ballot taken from the full members.
  7. If the numbers of candidates are equal to or less than the respective vacancy positions, voting by a show of hands may replace a secret ballot.
